The Four Universal Rules of Firearm Safety

1. Treat Every Firearm as If It Is Loaded

Never assume a firearm is unloaded.

Even if someone tells you it is unloaded—or you just unloaded it yourself—verify its condition every time you handle it.

Develop the habit of checking the chamber and magazine whenever a firearm changes hands.

The safest mindset is to always treat every firearm with the respect due a loaded firearm.

2. Never Allow the Muzzle to Cover Anything You Are Not Willing to Destroy

Always maintain awareness of where your firearm is pointed.

This principle, known as muzzle discipline, is one of the most important aspects of safe firearm handling.

Whether loading, unloading, holstering, or simply moving with a firearm, keep the muzzle pointed in a safe direction at all times.

If an unintended discharge were to occur, your muzzle direction should minimize the possibility of injury or damage.

3. Keep Your Finger Off the Trigger Until Your Sights Are on Target and You Have Made the Decision to Shoot

Your trigger finger should remain straight and indexed along the frame of the firearm whenever you are not actively firing.

Many negligent discharges occur because a finger enters the trigger guard too early.

Good trigger discipline should become automatic.

4. Be Sure of Your Target, Its Surroundings, and What Is Beyond It

Every projectile continues traveling until something stops it.

Before firing, positively identify:

  • Your intended target

  • What is immediately around it

  • What is behind it

  • What could enter the area unexpectedly

Responsible firearm owners think beyond the target itself.

The Rules Work Together
These four rules are designed to overlap.

If one mistake occurs, another rule helps prevent tragedy.

For example:

  • If someone mistakenly believes a firearm is unloaded...

  • But keeps the muzzle pointed in a safe direction...

  • Keeps their finger off the trigger...

  • And avoids pointing at another person...

An accident is far less likely to result in injury.

Safe firearm handling depends on following all four rules—every time, without exception.

Safety Doesn't End at the Range

Responsible firearm ownership extends beyond live-fire training.

Practice safe habits whenever you:

  • Store firearms

  • Clean firearms

  • Transport firearms

  • Load or unload firearms

  • Practice dry fire

  • Introduce new shooters to the shooting sports

Safe habits developed at home become automatic at the range—and vice versa.

  • Store firearms securely when not in use.

  • Prevent unauthorized access by children or prohibited persons.

  • Wear appropriate eye and hearing protection during live-fire activities.

  • Regularly inspect and maintain firearms according to the manufacturer's recommendations.

  • Seek professional instruction before attempting unfamiliar techniques or using new equipment.

  • Continue training regularly to build safe, consistent habits.
